guest: the amendment was a pipe part -- bipartisan effort to rein in the nsa stuff domestic surveillance in violation of the constitution. i voted for and lobbied my colleagues heavily for it. i was responsible for the drafting of the letter that i personally circulated to literally a couple of hundred of my colleagues on the floor of the house. i made the argument in favor of respecting the constitution and respecting the rights of americans to their privacy.
